1. The Department of Social Services (DSS):
The Department of Social Services (DSS) under the Ministry of
Social Welfare is playing a pivotal role in human resource development,
poverty reduction, social security measures through its different
programes. The DSS, since its inception in 1961, has been implementing
the social protection and social promotion programes to address
the problems of orphans, destitute children and women, poor, distressed
elderly population, and persons with disability, socially handicapped
and other by passed segments of population. But in the mid 70s,
the DSS faced a main development challenge to achieve sufficient
growth to secure the inclusion of the poor, youths and other by
passed segment of population in development process. As a result,
DSS changed its policy and switched its activities in line of development
approach rather than charity approach. The program of the DSS is
well-planned and designed in line with the commitments of constitution
of the land, National Poverty Reduction Strategy and Millennium
Development Goals, based on national culture and heritage, The DSS
is now performing as the leading human resource development and
poverty reduction agency of the Government in the country with some
pro-poor unique nature and features. The programes of the DSS are
categorized as Programes on social Integration and Development,
Addressing Social Disintegration, Social Security, Welfare and Service
Delivery, Training, Research, Evaluation and Publication, Community
Empowerment and Implementation of Development projects.
2. Bangladesh National Social Welfare Council:
Bangladesh National Social Welfare Council is an organization under
the control of the Ministry of Social Welfare. In 1972 the Government
of Bangladesh established Bangladesh National Social Welfare Council
by a resolution dated 12 April, 1972. At present the council is
running under the regulation issued on 15th January 2003. There
are 82 member of the council Honorable social welfare minister is
the chairman and secretary social welfare ministry is the vice chairman
of the council... Besides council there is an executive committee
for the implementation of decision and function of the council.
There are also district level and upazilla level committee of the
council headed by Deputy Commissioner and upazilla nirbahi officer.
All the administrative matters are being looked after by the executive
secretary of the National Social Welfare Council appointed by the
government.
The main functions of Bangladesh National Social Welfare Council
are (i) To give grants-in-aid to social welfare/social development
oriented voluntary organizations (ii) To impart training to the
representatives of voluntary organizations for their skill development
(iii) Research on social problems (iv) Arranging seminar and symposium
on social problems and social development activities.
3. National Foundation for the Disable
Development:
A major portion of our total population (10% aprox.) is suffering
from physical or mental disabled. There are many causes for disablement
i.e. by born, victims of natural disaster, accident, lack of nutrition,
lack of proper treatment & environment pollution. . The disabled
are neglected in every where in our society. With the help oh the
govt. national foundation for the disable persons has been formed
to look after all the related issues of the disable. The Functions
of the foundation is regulated by a directorate of a5 member. Secretary
ministry of social welfare is the president and chief executive
of the foundation is managing director appointed by the government
.The government grants is the main source of income of the foundation.
The organization is authorized to meet the expenses of their activities
from the income of the government grants.
The main function of the foundation is (i) to resolve the various
issues related to the disable person. (ii) Allocation of grants
and aid loan to the disable persons and non government organization
that are functioning towards the devolution of disable welfare.(iii)
Special education for disable children .
4. Sheikh Zayed Bin Sultan Al-Nahiyan Trust:
The then president of the United Arab Emirates, late Sheikh Zayed
bin sultan Al-Nahyan has visited Bangladesh in May' 1984 and expressed
his desire to help the orphans of Bangladesh. As a result, Sheikh
Zayed Bin Sultan Al-Nahyan Trust (Bangladesh) was founded as a token
of his deep sympathy and profound realization for the welfare of
the destitute children and the orphans with the personal grant of
the late President. Al-Nahyan Trust has started functioning in 1987.
Two orphanages are now being run by the Trust-one at Mirpur and
the other at Lalmonirhat distric. The sanctioned strength of these
orphanages is 400. The inmate receives general education and vocational
training for their future rehabilitation. The source of fund to
bear the expenses of the organization is the income from moitry
complex market at Banani, Dhaka.
Aims and targets of the Trust:-
A) To execute two orphanages, Al-Nahyan Shishu Paribar (Al-Nahyan
Orphanage) Mirpur and Lalmonirhat Shishu Paribar (Lalmonirhat Orphanage)
with the financial assistance of the trust.
B) To manage the U.A.E. moitry Complex and to ensure the proper
utilization of fund.
C) To make the helpless destitute children self reliant through
proper education and training, by bringing them up in a family atmosphere
imbued with motherly love and affection and also creating sense
of responsibility and discipline among them.
D) To provide them with employment for their socio-economic rehabilitation
and self-sufficiency.
E) To provide them with education, Sports, proper technical education
and library for their over all development.
F) To establish clinic. Charitable dispensary for the welfare of
the destitute and helpless children.
